There is no 'best' tactic in SEO, you have to use multiple methods including onpage and off page to achieve good SERPs. You can use social bookmarking, and 'latest blog post in forums' to start with.

* article submissions
* blog commenting
* book marking
* classified ads
* directory submissions
* forum posting
* link building
* press release
* online groups
